Centering has moved to the Page Setup so that it can be invoked or not in individual workflows, rather than globally.
See below for the three step process to find the control.
1. Open the Page Setup Manager and choose "Edit" for your Page Setup.
2. Cick "Configure Device".
3. Check or uncheck center
