If you want Navigator to boot up into Chinese, please make sure to change both the Country or region setting as well as the Regional format setting.

The Windows display language can be whatever you want it to be. In the window above and below, my OS display language is English, while my Country or region is China and my Regional format language is Simplified Chinese.
When Navigator Server starts up it notices these settings and then loads the appropriate language.
